'Devil' typhoon leaves Taiwan reeling
惡魔颱風離台

Family members of those missing and possibly buried by massive mudslid
es create a constant hum as they discuss what the situation
might be like in the cut-off villages and complain that not
enough is being done and not quickly enough.
嗡嗡的交談聲在受災者家屬間沒有停過。他們家人不是失蹤，就是可能被埋在土石堆中
。家屬不停互相討論著失聯村中的狀況，並抱怨救災不力、太過緩慢。

Dozens of charity
workers busy themselves unloading boxes
of water, bread and other food, offering them to everyone.
許多慈善團體的人員忙著卸下礦泉水、麵包和食物，供應給所有的人。

But for a few minutes this week, a calm descended on the sch
ool as blue-robed volunteers from the Buddhist-based charity
 Tzu Chu Foundation led family members in a soothing Buddhist
 chant.
不過這個禮拜的一段時間，佛教慈濟功德會的志工，穿著
藍色的佛袍，沈靜地帶領家屬誦經，使家屬能夠沈澱心靈。

Some of those joining the prayer song wiped tears from their face,
others stared blankly at the field where the helicopters land.
 加入誦經的家屬有的擦著臉上的淚水，有的人則乾瞪著直升機起降點。

United in the hope that their parents, children and other
 loved ones will be found alive, but also in fear they would
 not, dozens prayed together. 他們一同期待他們的父母、小孩和
其他所愛的人能生還，但也害怕不幸的結果會發生。大家聚在一起禱
告。

Devil typhoon'
惡魔颱風

Taiwan, which gets about a dozen typhoons during this time of
the year, had gotten used to the
 storms formed in the Pacific. Even during some very strong
ones, people would still go out to the underground malls or
department stores.

每年在這季節，台灣總是會受到颱風侵襲，因此台灣人早已習慣這太
平洋上形成的暴風雨。即使是有強烈颱風來襲，民眾還是會外出到地
下街或百貨公司。

Hundreds of people feared buried by mudslides in the south of
the country have been found alive.
之前南台灣疑似被土流活埋的數百民眾已經被尋獲，確定生還。

But this one caught everyone by surprise.
但這個颱風卻讓人出乎意料。

Nicknamed by some local residents as "Devil typhoon", Morakot
wasn't actually astrong typhoon, but it
 stayed longer than usual - three to four days.

被一些當地人叫做「惡魔颱風」的莫拉克其實不是個強颱，但他停留的
時間卻比一般長，長達三至四天。

And in just four days, it dumped mor
e than half the average annual rainfall in many places in Ta
iwan, two-thirds in the worst affected areas. This caused ma
jor mudslides and flooding.

在短短四天內，莫拉克降下的雨量，
比台灣大多地區平均年雨量的一半還要多。在最嚴重的地方甚至達到
平均年雨量的三分之二，造成了嚴重的泥流和洪水。

"My two children and my mother-in-law are still in the village.
I haven't been able to contact them," said a woman sobbing as several
charity workers stood by trying to comforting her.

「我兩個孩子和婆婆都還在村裡。我沒辦法聯絡上他們。」一名婦女泣訴，志
工們在她身邊試著安慰她。

Bodies washed downstream have begun to surface on shallow river
beds and in nearby towns. In Qishan, at least two female bodies
have been found.

被沖到下游的屍體開始出現在較淺的河床上或臨近鄉鎮。在旗山至少已發現了兩具
女性屍體。

"The bodies had no clothes because rock and wood r
ipped them off as they flowed downstream," said local police
 officer Wang Tsao-hong, quietly adding that a foot was also
 found.

「屍體都是裸露的，因為被沖下來的時候，石頭還有樹枝把衣服
都刮掉了。」當地員警王曹洪（譯名）解釋。他又靜靜地補充，還有
一隻腳也被發現了。

Slow rescue process
緩慢的救災過程

Recovery efforts have not started yet. The authorities are still tryi
ng to get people out of villages cut off by washed-out roads
 or bridges.

復原工作尚未開始。在斷橋或對外道路被雨水沖斷的
村莊裡，政府還在忙著把災民救出。

As of early Friday, there were still about 1,000 people stranded,
while more than 15,400had been evacuated since the typhoon hit exactly
a week ago.
 星期五早上，仍有一千民眾受困，而從颱風來襲到現在已經一個禮
拜，已有 15400人被撤離。

More could be stranded but not yet kn
own by the authorities, as damaged roads make assessments di
fficult.
可能還有更多民眾受困，但政府卻還不知道，因為道路被

Local TV stations hiking in to affected
 areas reached one stranded woman, who cried that the food i
n her fridge was nearly gone. She said her village has not h
ad any food dropped off by helicopters yet, worrying how the
y would survive.
當地電視台記者徒步到受創地區，訪問到一名受婦女
。她哭著說她冰箱已經快空了。她說她們村裡沒有任何直升機來空投
糧食過，這樣他們要怎麼生存下去。

Bad weather has caused several helicopter missions to be suspended.
Missing roads have made the rescue process slow and dependent
on helicopters which can only bring out a few people at a time.
惡劣天候造成許多直升機無法出動，流失的道路則使救援行動緩慢，只能依靠直升機
救援，但每次只能帶出少數幾名災民。

Neglected
遺忘

The areas affected are inhabited by members of Taiwan's indigenous people.
 受創地區的居民大多是台灣的原住民。

They are Austronesians related in language and heritage to
indigenous people inthe South Pacific and parts of south-east Asia.
台灣原住民在語言及文化上皆屬澳斯楚尼西亞語系，大多分布在南太平洋
和部分東南亞地區。

Indigenous people are also some of the poorest in Taiwan
, with shorter life expectancy and higher unemployment than
the national average.
原住民也是台灣社會最貧窮的人口之一，他
們不但平均壽命較短，而且失業率也高於全國平均。

Many of the working-age people had gone to the cities to find work,
leaving behind mostly elderly people and young children.
許多就業年齡的原住民離鄉到城市工作，老人和小孩則留在家鄉。


Residents of this remote, rural farming region have long felt
neglected by the government, which they claim has allotted more
funding and resources to the north.
在這偏遠的農業地區，政府長久忽略當地居民。居民
表示，政府當局都把財力和資源放到北部了。

"Why is the government always saying useless things? What if the
flooding happened in Taipei?" a local TV station showed one woman saying. He
r family was stranded in a village that she said had not had
 any food airdropped by helicopters.
「為什麼政府老是說些沒用的事？要是颱風發生在台北呢？」一名婦
女透過當地電視台達表了心聲。她的家人受困在一個山村中，她說還
沒有任何食物空投到那裡過。

Tough questions難題Time is running out. Even as rescue ef
forts are in full force, some riverbanks - whose soil has be
en weakened by the rain - are breaking, causing panic that t
he stranded people could be washed away.

時間緊迫。即使全力救
援，一些河堤因為被降雨侵蝕，也將近要潰堤。這讓人更加害怕受困
民眾恐將被大水沖走。

Emotions are also running high as relatives lose patience.
情緒也十分高漲，每當有家屬痛失親人時。

One man tried to force his way onto a helicopter while others h
eld up signs demanding to be allowed inside villages to dig
for their loved ones, even if they have to do it with their
bare hands.

一名男子想擠入直升機，而其他人則舉著抗議布條，要
求允許進入村中，將他們所愛的人挖出，即使要徒手工作也在所不惜。

Others shouted down officials at a meeting in a townhall.
還有人則是在公所中對著前來的官員怒吼。

Tough questions are being asked - why didn't the government
give people sufficient warning? Why weren't people evacuated?
Why were people allowed to build and farm on dangerous foothills?

尖銳的問題不斷被提出。為什麼政府沒有給人民充足的警告？為什麼沒有把村民撤離
？為什麼會允許人民在危險的山腳下種田建屋？

"Unlike an earthquake, this is predictable. You know it is coming!"
said local resident Lin Jin-hsiung.

「這跟地震不一樣，這是可以預測的。
你知道它要來了！」當地居民林進雄（譯名）說。

“If you feel the lives of people are important, then you should
have prepared in advance to prevent such a disaster."
「如果你看重人命，你就應該在之前就準備好，提防災害發生。」

But officials saidthey could not have predicted the power of
Morakot because it was unusual due to its long stay and record rainfalls.
但官員卻說，他們沒辦法預測莫拉克的威力多大，因為它很不尋常，不但
停留很久，雨量也打破紀錄。

"This area is the first time in many years, that's why they
were not prepared. If they had been
 prepared, they should have been evacuated," President Ma Yi
ng-jeou told reporters during a visit to the disaster area t
his week.
馬英九總統本周視察災區時，對記者表示：「這地區是多
年來首次受創，所以才會沒有準備。如果他們有準備的話，他們早就
撤離了。」

But he added:"This is a very serious situation. In
 spite of all these difficulties, we will do everything we c
an to rescue them." 但他也補充道：「這情況非常嚴重。即使困難
重重，我們還是會盡全力救援。」

Officials hope to bring out the remaining survivors still stranded.
If no more survivors are found, the grim task of recovering bodies
will be the next focus. 官員希望能把仍受困的民眾救出。若找不到任何生還者，
那麼尋找受難者遺體則是下一步工作。


More than 1,400 body bags have been prepared, Liang Shi-cha,
a spokesman for the National Disaster Relief Centre, told the BBC.
國家救災中心發言人梁實嘉（譯名）對BBC表示，一千四百多個屍袋已經準備好了。

But he said that should not be seen as an indication the governmen
t believed that many people have died.
但他說，這不代表政府認為已經有許多民眾罹難。

However, he added that "the chances of
 survival are slim," given that the majormudslides occurred
five days ago.
然而他也表示：「生還的機率很小。」畢竟最大泥流發生已是五天前的事了。


He, President Ma and other officials have said the death toll
could be in the hundreds.
馬英九總統及其他官員已表示，罹難人數可能有數百。

Regardless, the recovery process promises to bring more anger and tears.
不管如何，復原過程必然會帶來更多憤怒及淚水。
